Client retention
Ninety-nine percent of our business last year is still with us this year.
In an industry where many compete on the lowest fees, our retention happens exactly one way: the work keeps being done right. Most clients engage us on annual program relationships rather than one-off orders, and many of those relationships span decades and more than one generation of management.
What we do
A full-service C/TPA
PSI is a full-service Consortium/Third-Party Administrator: one firm that runs the whole program with you, DOT and non-DOT, from the written policy through the pools, the collections, MRO verification on DOT drug tests as Part 40 requires, training, emergency response, return-to-duty support, and the records that survive an audit.
Every testing type under one roof
Urine drug testing, evidential breath alcohol testing, non-DOT oral fluid testing, and student testing.
Collections where you need them
At our Ocean office, on site at your locations, and by retained emergency dispatch across all twenty-one New Jersey counties.
You stay the employer of record
You remain responsible to DOT for your program (49 CFR 40.11). Our job is to make that responsibility easy to carry.
Our collectors are our people
PSI employees, not subcontractors
Every collector who visits your site is a PSI employee, not a contractor or a subcontractor. The person who shows up is what makes a program work.
Qualified for urine and breath alcohol
Every one is trained and qualified as both a DOT urine collector and a Breath Alcohol Technician under 49 CFR 40.33 and 40.213, with the qualification documentation the rule lets you ask to see.
Bilingual in English and Spanish
Several of our collectors are bilingual, which matters on a construction site or a terminal floor.
Our equipment and our fleet
A dedicated collection fleet
Mobile collection vehicles equipped for field collections, so a site visit arrives ready to work.
DOT-approved breath testing
Our breath alcohol testing is done on evidential breath testing devices on the DOT-approved list (49 CFR 40.229).
Calibration records on every device
We keep calibration and quality-assurance records on every device as 40.233 requires, because in an audit the paper behind the instrument matters as much as the result in front of it.
Where we work
All twenty-one New Jersey counties
PSI is based in Ocean Township, New Jersey, and administers programs statewide.
Neighboring states
We also administer programs in New York, Pennsylvania, and Delaware.
Collections wherever a program needs them
Our office, on-site crews at your location statewide, and collections nationwide through established networks such as LabCorp and Quest Diagnostics.

Laboratory partners
HHS-certified laboratories
DOT and other federally regulated specimens are analyzed by laboratories certified by HHS under the National Laboratory Certification Program, which report directly to the Medical Review Officer as 49 CFR Part 40 requires.
More than one certified laboratory
We maintain longstanding relationships with more than one certified laboratory, and we work with an additional laboratory partner for non-DOT programs.
Laboratory partners include
Ownership and standing
Family-owned and owner-operated
PSI is run by people who work in the business daily, alongside a long-tenured staff whose experience runs into the decades.
Local and reachable
A New Jersey company serving New Jersey employers, reachable by phone, answered by a person.
In good standing
As a service agent under 49 CFR Part 40, PSI has never been subject to a public interest exclusion, and we have no financial interest in any Substance Abuse Professional we refer a driver to.
