For a motor carrier, the testing program is part of keeping the authority itself. FMCSA rules require a written policy with signed receipts, pre-employment testing and queries, a random pool at the published rates, supervisor training, Clearinghouse queries and reporting, previous-employer inquiries, and records that survive an audit. PSI administers all of it for carriers from single trucks to full fleets, and covers the non-CDL side of the operation under company policy in the same program.

We just got our authority. What do we need in place?

A written policy with each driver's signed receipt, a random pool, pre-employment testing, the previous-employer inquiry and Clearinghouse query on every driver, trained supervisors, and Clearinghouse registration, all before your first load. We stand the whole program up for new authorities.

Can you handle our Clearinghouse queries and reporting?

Yes. As your designated C/TPA we run the pre-employment full queries, the annual queries across your roster, and any required reporting, on schedule. You remain responsible to FMCSA for the program, but we build it and support the day-to-day work so that responsibility is easy to carry.
